In order to meet the projected development demand within the Urban Reserve. <br />Metropolitan Council has determined that the Urban Reserve should be developed <br />at densities higher than those historically occurring at the urban-rural fringe. <br />Because Orono has relatively few large properties left to develop (see Figure , - <br />Remaining Developable LandV and because those properties are scattered throughout <br />Orono's rural area, higher density development of many individual parcels will be <br />difficult. The geographical discontinuity of remaining developable parcels, <br />attributable to Orono ’s past history of non-staged development, makes provision of <br />urban services to such parcels innefficient and uneconomical. There is also the issue <br />of providing a wider range of urban services to what would become pockets of urban <br />development within an already-developed rural area that is not intended for such <br />services. <br />To more closely approach the development density goals established by Metropolitan <br />Council. Orono has defined certain areas of the Citv where conversion from planned <br />Rural densities to planned Urban densities is appropriate. These are areas where <br />provision of urban services can be efficient, cost-effective, and have the least <br />negative impacts on the City's environmental goals and on surrounding development. <br />In defining where these newlv-defined urban areas should be located, the City <br />considered the following criteria: <br />L <br />L <br />L <br />4. <br />1 <br />Proximity to existing higher density development: <br />Proximity to existing municipal sewer lines with available capacity: <br />Proximity to existing urban services: <br />Adjacent to existing transportation corridors: <br />Located high in the watershed to limit stormwater impacts. <br />Based on these criteria a number of properties have been identified for change from <br />low density residential to medium density residential uses in Orono's Land Use Plan. <br />These properties are identified in the sections below. <br />REVISE FOLLOWING TWO PARAGRAPHS <br />Orono's MUSA line location as shown on Map No. 6 has been legally described and <br />established by City Council Resolution No. 1135 adopted April 14, 1980. This <br />Resolution is included in the CMP Appendix. The detailed location of this line will <br />not be changed without further official action of the City Council. <br />Orono's MUSA line location as shown on Map No. 6 .j consistent with the <br />broad-brush location of the MUSA line as drawn by the Metropolitan Council. <br />Orono's MUSA line location is consistent with the MUSA location and land use <br />plans of adjoining municipalities.
