Childs recommended that the phrase <br />"tax capacity value and total tax capacity" be amended to read "tax base loss and total <br />market value" under projected displacement. <br />Chaput commented that Long Lake will be losing 13 percent of its tax base as a result of <br />the new Highway 12 corridor. <br />Murphy stated that he was surprised at the amount of land that was previously thought to be <br />undeveloped is now being de\cloped in the Minnetonka area. <br />Prosser remarked that performance based zoning should perhaps be considered for some <br />areas of development. <br />Peterson commented that transportation will play a major role in how the land is developed. <br />Displacement/New Corridor/Downtown Issues <br />Prosser commented the Committee w ill need to look at the issues relating to displacement <br />and how they may affect the ability to mitigate the impacts of displacement, how the <br />new highway will affect dc’ :!cpnicnt along the corridor, whether a consensus exists on <br />future land use issues, if the merger w ill alter this situation, how the relocation of the <br />highwa>‘ will affect the downtown area and how the merger will alter tliis situation. <br />Land Use Management/Major Issues <br />Prosser remarked that the issues relating to the comprehensive plan and zoning ordinances <br />will need to be addressed prior to evaluating whether the two cities should merge and <br />whether any conflicts exist should the comprehensive plans be followed through as it <br />relates to roadwa\ capacity, ulilit>' developm :nt. growth, financing, and recreational <br />facilities. <br />Prosser stated that the major values contained in the comprehensi\e plans will need to be <br />identified to detennine where the conflicts are as thc\ relate to a mixed use \ ersus separate <br />use, the residential community, the business district, open space, and lakcshorc <br />development policies <br />Ma> or Jabbour suggested that the history of the two communities be review ed to get an <br />overall view of how the two cities have dcx eloped throughout the \ears and what has been <br />the motivating forcv behind that de\elopment <br />Prosser stated that generalK your City Staffs will utilize the comprehensive plans in helping <br />them arrive at decisions regarding developnicnt. and if the eommunit>'s \ alues are <br />identified in those plans, it provides great assistance m determining how a community will <br />be developed
