A copy of the criminal <br />complaint is also enclosed with the reference material. <br />A review of the Orono Police records on Mr. Anderst indicates several contacts from November, <br />1998 through September 25, 1999. Copies of these reports are enclosed for your information. <br />The concern with these initial reports has to do with a willful violation of the City of Minnetonka <br />Beach's ordinance. On November 14,1998, the Orono Police were called to the residence <br />because Mr. Anderst was violating the Minnetonka Beach ordinance which did not allow <br />construction on weekends. Anderst did admit to having knowledge of the ordinance on <br />November 14,1998. There were subsequent violations for the same behavior two weeks later on <br />November 28, 1998, and again on December 5, 1998, all for the same ordinance violation. Mr. <br />Anderst was warned about these occasions. We did have contact with Anderst on December 12, <br />1998, and May 18, 1999, in regards to miscellaneous violations. On June 19, 1999, Mr Anderst <br />was again contacted in regards to the same ordinance violation of construction on weekends. <br />Once again on July 24,1999, he was contacted and warned for the violation of the ordinance and <br />once again on September 25,1999. There have been no further contact with the applicant since <br />that date. <br />The Orono ordinance regarding the license application procedures does call for an investigation <br />to be conducted by the Chief of Police for verification of the facts put forth in the application of <br />the applicant. The Chief of Police shall make a written recommendation which includes a listing <br />of all violations of federal and state law and municipal regulations. As indicated earlier, all these <br />are attached. As the Chief is not available at this point in time, a written recommendation with <br />regard to this applicant for a liquor license is not being made at this time. <br />If you have any questions regarding this report, please feel free to contact me. <br />Sgt.
