Gappa <br />Title Director of Public Services <br />Administrator Revievred:Agenda Section: <br />Engineer's Report <br />Item Description: Request for Sanitary Sewer 480 Russell Avenue <br />We have received a request from the property owner at 480 Russell Avenue for connection to <br />sanitary sewer. This property is located adjacent to the northeast comer of the Minnetonka Bluffs <br />sewer project. There is an existing sewer in Russell Avenue at the southwest comer of the <br />property. This property is an existing developed lot with a noncompliant septic system. There <br />are no septic .Mies available on the property, as the house is located on a hill surrounded by steep <br />slopes. This property meets the criteria for use of one of the 50 sewer units available from the <br />1996 MUSA expansions comprehensive plan amendment. <br />The 1999 connection charge for hookup to the Minnetonka Bluffs sewer project is $10,930. There <br />are two possible options available for sewer connection. One option would be for connection to <br />the property at the southeast comer, and installation of a sewer service through the southern <br />portion of the property. The other option would be to extend the sewer north on Russell Avenue <br />to the property line. This would require extension of an 8" sewer line and a manhole at the end <br />of the public sewer. We are recommending that City Engineer approval be required for sewer <br />connection plans and that constmction inspection be required for any work in the public right of <br />way. The property owner will be responsible for all costs associated with the sewer connection. <br />COUNCIL ACTION REQUESTED: <br />Motion to approve use of one sewer unit for connection of 480 Russell Avenue to sanitary sewer <br />with the property owner responsible for all costs associated with hookup, including the <br />connection fee for the Minnetonka Bluffs sewer project, and City Engineer plan approval <br />required.
