COUNCIL MEETING
ocr 1 1 1999.
CHYOFOROA/0
William E. Bruning
315 Silver Meadow Dr.
Orono, MN. 55356
'^1 i I . ‘0
Ronald J. Moorse
City of Orono
Old Crystal Bay Rd.
Crystal Bay, MN. 55323 9/28/99
Dear Mr. Moorse,
Thank you for responding to my letter of concern about the new Hwy. 12 and our
phone conversation that followed. I stopped by City Hall to take a look at any maps
that might show the most current road proposal. As you are aware, I am livid about
the negative effects this highway will have upon our property and lives. I was
!>urfmsed to hear that a berm is to replace two houses on our cul de sac for I was lead
♦f) believe that MNDoT/Orono would spare no expenses to save our neighborhood,
f'omputer generated photos were presented to demonstrate what it might look like,
fhe meeting at the Miller's did raise the subject of a berm but that was all. Right
■sfter that meeting I realized that a berm would require a longer bridge deck
ijacroaching upon my property from the west, and that if there v ».e a i staining
wall on the north side of the tracks a berm could not compete wiin :*.t*
chamber effect that would be created. From the maps that I viewed recently that is
how the design appears to be. Mr. Clint Miller was a cautious spokesperson for our
area for he imderstood that he was on the, "bubble", for being ^ught out or not. It's
fortunate that they have worked out a compromise with the berm concept. We all
realize the negative effects the years of destruction, construction, noise and
pollution we will have to endure only to wait for the 394 extension to follow. Of
course he, or I, would seek a means to vacate. Why you didn't present an option to
those of us left on the edge puzzles me. The cost savings to build a berm verses a
retaining wall would be enormous. Perhaps those funds could be directed toward
the purchase of our home. From the maps that I viewed it appears MNDoT will be
taking some of our property as it is.
1 v\4sh I could let the subject die and save myself a lot of grief. Again, I appreciate
your patience. This highway is a necessity for the majority but it also acts as a cancer
for the minority of families that are left in its wake. The Burlington Northern
Railroad route effects the fewest number of homes thus a lower cost to taxpayers.
That does not negate the 100% negative effect placed upon those limited number of
