Luzaich Residence <br />2490 Old Beach Road, Orono, MN <br />Application #2492 <br />Dear Mr. Mueller: <br />This letter represents a review of your revised planting plan and outlines the parameters that would make it <br />'minimally acceptable" in my judgement as a restoration plan. This is as per your request during our phone <br />conversation on Tuesday, June 13,1999. <br />I have spent some time reviewing your revised planting plan and feel you and Mr. Luzaich have taken my <br />previous comments seriously and have made a significant effort to incorporate them into your plan. The <br />“minimally acceptable' parameters incorporated into this plan include the following: <br />1. The plan calls for stumps to be cut and removed flush with existing grade. This will leave root <br />systems intact and minimize the risk of soil erosion during establishment of the new plantings. <br />2. The shrubs you have proposed for planting on the slope have fibrous root systems, largely spread <br />by suckering and are well equipped to stabilize the slope and prevent erosion upon establishment. <br />3. You have reduced the length of the retaining wall to make it an architectural feature at the base of <br />the stairs. You have not provided proposed elevations for the top of the walls, but I assume they <br />are in the neighborhood of three to four feet above existing grade. <br />4. The large maturing tree species is appropriate and more diverse than what was there previously. <br />This adds interest to the property. <br />In my report to the City of Orono of June 16.1999,1 stated that a reasonable restoration time frame would <br />be 20 to 25 years.
