ORONO CITY COUNCIL MEETING <br />MINUTES FOR SEPTEMBER 13,1999 <br />(ff8) RECOmTDERATION^OF^*NOPARKING**SIGNS ONSHADYWOOD ROAD - <br />Continued <br />Sansevere asked how many of the dock lots are owned by property owners from the <br />neighborhood. <br />Olson replied that there are eight lots and four are owned by local residents. <br />Richard Gay, 2735 Shadywood, said his primary concern is the safety issue for bicyclists. He <br />feels the dock lot owners have a right to some parking, but he does not feel they should be <br />allowed to park on the road. He said the cars are parking within one foot of a fire hydrant and <br />that is a problem. He said the cars could park off the shoulder of the road and a retaining wall <br />put in. <br />Sansevere asked Gay if Gappa’s proposal would work. <br />Gay said it might be possible to get two cars parked off of the road, but he does not feel there <br />should be any parking on the road. He said there should be off-road parking for the lots that <br />are not owned by neighborhood residents. <br />Donald Miegel, 683 Sullivan Drive, Columbia Heights, said he owns one of the lots. He said <br />they started parking on County Road 19 because some of the neighbors said they didn’t like <br />him driving on the slip road. He said it is difficult to drive down by the slip because the road is <br />grass and dirt. He rarely has more than one car there. He said the grass is mowed by the slips <br />on the north end, but not the south end and the slip road is barely wide enough for a car. He <br />would like to park by his slip, but if they bring two cars, there isn’t enough room. He said if <br />they bring a lot of people out, he picks them up someplace else. <br />Sansevere asked if the City could widen the road for their access. <br />Jabbour said it is private property. He said that use of the land is different based on people’s <br />life styles. He said there is no obligation on the City’s part to see that everyone’s life style is <br />accommodated. Just because someone has two cars does not mean the City has to provide <br />parking for two cars. <br />Kelley said his understanding is that there is a covenant in place that allows whoever owns the <br />lots to do whatever they want on this piece of property. They are allowed to park one car and <br />there should be no parking on County Road 19. He feels the City Council is caught between <br />the neighbors and the users of the docks <br />Sansevere agreed with Kelley. He said the first priority should be safety. He said if restricting <br />parking on County Road 19 would prohibit the dock lot owners from getting to their boats, he <br />would be fighting harder to find another option, but they do have access and he is comfortable <br />with the resolution the way it stands <br />Page 10
