ORONO CITY COUNCIL MEETING <br />MINUTES FOR SEPTEMBER 13,1999 <br />MAYOR/COUNCIL REPORT- Continued <br />Jabbour said that if the City has not issued a certificate of occupancy. City staff should talk to <br />them about meeting the light requirements. If a certificate of occupancy has been issued, staff <br />should review the meeting minutes regarding this item and talk to them about it. <br />Sansevere said there is an interest on the part of the people involved in the Ice Arena to <br />acquire some park dedication fees in some way. He asked if park dedication fees could be <br />used to fund improvements at the Ice Arena. <br />Barrett said there is a provision in the Minnesota State Statutes that says that park dedication <br />fees can be used for certain kinds of projects including ice arenas, but it requires an ownership <br />position by the City. The City does not have an ownership position in the Ice Arena. <br />Flint said the Council has concluded that the park dedication fees should be used for land <br />acquisition, not capital improvements. <br />Jabbour said the City does not want to have an ownership interest in the Ice Arena. He feels <br />that if the City makes it a policy to contribute to sports activities, there should be criteria <br />under which the groups would qualify for funding. He said that all sports should have equal <br />right to compete for fiinds if there is a budget for sports activities. <br />Flint referred to Mark Engebretson’s comments that the Ice Arena is doing fine from an <br />operational standpoint, but they are having problems with the capital costs. He feels the City <br />should continue its position that these activities be funded privately. <br />ENGINEER REPORT <br />(#8) RECONSIDERATION OF “NO PARKING” SIGNS ON SHADYWOOD <br />ROAD <br />Gappa presented the staff report. He said the Council passed a resolution on the consent <br />agenda on June 28th to install “No Parking” signs along Shadywood Road north of the <br />Narrows Channel Bridge. Since Hennepin County installed the signs, staff has received several <br />letters from owners of Pheasant Lawn Dock Lots with concerns about the impact of no <br />parking restrictions on their lots. Gappa said he has studied this issue further and developed a <br />modified No Parking scenario for Council consideration The first solution to post the entire <br />wide shoulder area for No Parking was a conservative approach. He said the revised proposal <br />would keep No Parking restrictions in place for the entire northbound side of Shadywood <br />Road This is necessary to provide a deceleration lane for vehicles entering the driveways <br />along this side of Shadywood Road. He stat'id that on the southbound side, the beginning of <br />the No Parking area could be moved 100 feet south to provide space for parking of five cars <br />in the dock lot area. This would provide 120 feet of space to be used as a deceleration lane for <br />vehicles turning into the driveway. This should provide adequate stopping distance for a <br />vehicle speed of 30 mph when entering the deceleration lane Gappa reviewed the distances <br />Page 6
