Nybeck <br />August 11| 1999 <br />Exotics Management: This project commenced on 6/14/99 and is planned through 8/13/99. <br />To date, harvesting has been done in Phelps Bay, S. Upper Lake, W. Upper Lake, Cooks <br />Bay, Emerald Lake, Seton Lake, Black Lake, Carman Bay, Old Channel Bay, Lafayette Bay, <br />Echo Bay, Gideon Bay, Excelsior Bay, S. Lower Lake, N. Lower Lake, Wayzata Bay, Grays <br />Bay, Browns Bay, Smiths Bay, Crystal Bay, Maxwell Bay, and North Arm. Second cuts have <br />been done in Grays Bay, St. Albans Bay, Gideon Bay, Carman Bay, and Old Channel Bay. <br />Harvesting is planned to conclude in Phelps Bay and Spring Park ^y. <br />Consistent with past years, harvesting priorities have been based upon impediment to public <br />boat navigation on the open water. Although there are areas of the lake with significant <br />milfoil growth, we are not harvesting them unless they are impeding public boat navigation. <br />Feel free to have your office staff or residents call the office if we can be of assistance. <br />At its :/9/99 meeting, the LMCD Board authorized approximately $30,000 worth of funds to <br />work with Carmichael Lynch in launching a public awareness plan for 1999. Elements of the <br />public awareness plan include the production costs and space rental of four billboards on an <br />eight-week cycle, the production costs of two print ads that could be displayed in locd <br />newspapers and other sources, and the production of a stencil that could used at public and <br />private accesses around the lake. These expenditures, which will be funded from both the <br />Zebra Mussel and Save the T^ake budgets, should assist in creating public awareness in <br />preventing the spread of zebra mussels from infested waters. <br />^opose^ nrHinanrp fhunge relating to boat storage density and multiple dock facilities^ <br />The LMCD Board conducted a public hearing at its 7/14/99 meeting to discuss an ordinance <br />that would amend existing Code relating to boat storage density and multiple dock facilities <br />for new developments and re-developments on Lake Minnetonka. Three areas of the existing <br />Code are being addressed in this draft Code amendment. They include! 1) to minimize the <br />impact of multiple dock facilities, that utilize an outlet, on nearby properties, 2) to change the <br />mechanism for measuring the amount of shoreline to credit when it is a meandering line, and <br />3) to change the General Rule from 1:50’ to 1:100’. The Board continued the public hearing <br />to its 7/28/99 meeting, in which continued public testimony was received. We will keep you <br />informed on the status of this proposed ordinance amendment. <br />Charter Boat Rules: At its 6/23/99 meeting, the LMCD Board updated its rules and <br />regulations relating charter boat activity and liquor licenses on Lake Minnetonka. A memo <br />summarizing the changes in the rules and regulations was previously sent by District staff on <br />7/23/99. These rule changes, in addition to the mandatory annual training sessions for charter <br />boat owners that was implemented this past spring, should be of great assistance in ensuring
