Request for Council Action continued <br />Page 2 <br />September 8, 1999 <br />Proposed 2000 Budget and Tax Levy - Resolutions <br />B New expenditures related to the hiring of an <br />additional police officer <br />$52,000 <br />C.Market-based pay adjustments to bring <br />the City's pay levels in line with those of <br />comparable cities <br />$30,000 <br />The costs of hiring a new police chief by <br />October 1,2000 to provide a 3-month overlap <br />period prior to the current chiefs retirement <br />$20,000 <br />E Increased operating costs related to upgrading <br />to the LOGIS police records system <br />$14,500 <br />F. Increased funding for fire vehicle/equipment <br />replacement <br />$10,000 <br />The additional police officer is proposed in response to increasing police service demands. The <br />Police Department is experiencing increased demand from the public for greater police visibility, <br />increased traffic enforcement, and narcotics enforcement. The Department is also receiving requests <br />for greater involvement in community-oriented policing activities and domestic abuse prevention <br />activities. Also, the State continues to increase the amount cf training required for police officers, <br />which reduces the amount of time they are on the street. It is anticipated increased development in <br />Orono and adjacent cities, increased use of the Lake Minnetonka area for recreational purposes, and <br />the reconstruction of Highway 12 will cause continued increasing demand for police services. <br />Sewer and Water Fee Increases <br />As called for by the City's plan for funding long-term repair and replacement of the City’s water and <br />sewer infrastructure, the proposed budget reflects a 2.7% increase in water rates and a 3.2% increase <br />in sewer rates. <br />Adoption of Proposed Budget and Tax Levy <br />The City is required to adopt a budget and tax levy so that the levy can be certified to the County <br />by September 15, and so that a summary of the budget can be published along with the notice of the <br />Tmth in Taxation hearing in November After adoption, the proposed tax levy cannot be increased, <br />but can be reduced prior to final budget adoption following the Truth in Taxation hearing in <br />December. The proposed budget can also be changed prior to final adoption in December. <br />Resolutions adopting the preliminary 2000 budget and proposed tax levy are attached for Council <br />adoption.
