IV. Cost Analysis <br />Detailed cost estimates for the proposed improvements are presented in the appendices. These costs <br />include a 5 percent contingency, a 20 percent allowance for design, inspection, legal, and <br />administration costs, and a S percent allowance for capitalized interest and bonding costs during <br />construction. The costs are based on 1999 construction and can be related to the ENR index for <br />February, 1999 of 5,858. A summary of the estimated costs for the proposed improvements is <br />presented in Table 1. <br />Table 1.
