All of the Cities notify area residents when the installation of new street light is considered. We <br />have notified the residents in the Old Beach Road area that the installation of a street light will <br />be discussed at this Council meeting. <br />Old Beach Road Street Light <br />The residents have requested a street light because of safety concerns with school buses and the <br />public trail that connects the cul-de-sac to County Road 19. Also, there have been problems with <br />occupied vehicles parked in this area and illegal dumping. <br />Recommendations on Street Light Installation <br />Staffs recommendation is that the installation of a street light is warranted in this area. The main <br />reason for this is the presence of pedestrian and bicycle traffic on the public trail linking the cul- <br />de-sac to County Road 19. There are entrance guardrails on this trail to prevent motorized vehicle <br />traffic from using the trail and these could be hazardous at night. This is an urban area of the <br />City that does have street lights at other intersections. The City of Minnetonka street light policy <br />lists cul-de-sacs has one of the areas where street lights can be installed. <br />Recommendations for Funding Operation and Maintenance Costs <br />If the Council concurs that a street light is warranted, decisions on funding of this street light will <br />be required. Currently, the City is paying the operational costs for the other street lights in the <br />City, which is typical of the area Cities surveyed. We are recommending that the City fund the <br />operation for this street light, the same as all of the other street lights in the City, and similar to <br />other area Cities funding of street light operational costs. <br />Recommendations for Funding Installation Costs <br />The Council must also decide who will pay for the installation of this street light, the property <br />owner or the City. The approximate cost for a street ligh' is $1,500 depending on the location <br />installed and distance from available power. Payment of installation costs for most of the older <br />street lights in the City is unclear except the Navarre business district new decorative street lights. <br />Three area cities pay for installation of new street lights in existing neighborhoods. In <br />Minnetonka, the benefitted property owners will normally be required to assume any cost over <br />$500 for installation of a new street light. <br />The Council may want to consider directing staff to develop a written policy similar to the City <br />of Minnetonka's policy regarding street lighting. <br />COUNCIL ACTION REQUESTED: <br />Consideration of the request for a street light at the Old Beach Road cul-de-sac and <br />recommendations on funding of the installation and operational costs.
