All of the Cities notify area residents when the installation of new street light is considered. We have notified the residents in the Old Beach Road area that the installation of a street light will be discussed at this Council meeting. Old Beach Road Street Light The residents have requested a street light because of safety concerns with school buses and the public trail that connects the cul-de-sac to County Road 19. Also, there have been problems with occupied vehicles parked in this area and illegal dumping. Recommendations on Street Light Installation Staffs recommendation is that the installation of a street light is warranted in this area. The main reason for this is the presence of pedestrian and bicycle traffic on the public trail linking the cul- de-sac to County Road 19. There are entrance guardrails on this trail to prevent motorized vehicle traffic from using the trail and these could be hazardous at night. This is an urban area of the City that does have street lights at other intersections. The City of Minnetonka street light policy lists cul-de-sacs has one of the areas where street lights can be installed. Recommendations for Funding Operation and Maintenance Costs If the Council concurs that a street light is warranted, decisions on funding of this street light will be required. Currently, the City is paying the operational costs for the other street lights in the City, which is typical of the area Cities surveyed. We are recommending that the City fund the operation for this street light, the same as all of the other street lights in the City, and similar to other area Cities funding of street light operational costs. Recommendations for Funding Installation Costs The Council must also decide who will pay for the installation of this street light, the property owner or the City. The approximate cost for a street ligh' is $1,500 depending on the location installed and distance from available power. Payment of installation costs for most of the older street lights in the City is unclear except the Navarre business district new decorative street lights. Three area cities pay for installation of new street lights in existing neighborhoods. In Minnetonka, the benefitted property owners will normally be required to assume any cost over $500 for installation of a new street light. The Council may want to consider directing staff to develop a written policy similar to the City of Minnetonka's policy regarding street lighting. COUNCIL ACTION REQUESTED: Consideration of the request for a street light at the Old Beach Road cul-de-sac and recommendations on funding of the installation and operational costs.
