Gappa <br />Title Director of Public Services <br />Administrator Reviewed:Agenda Section: <br />Engineer's Report <br />Item Description: Old Beach Road Cul-dfi^Sac Streetlight <br />Street Lighting Areas <br />We have received a letter requesting the installation of a street light at the Old Beach Road cul-de- <br />sac from the residents who live next to the cul-de-sac. Attached you will find a listing of street <br />lights in the City obtained from NSP. The attached map shows the approximate locat ors of areas <br />with street lights in the City. The two main areas with street lights are in the Cast-o Point and <br />Navarre neighborhoods, and the Highway 12 commercial area. Several smaller densely developed <br />neighborhoods such as Crystal Bay and Hackberry Hill also have street lights. Most of the City <br />does not have street lights. I receive very few requests for street lights. Occasionally, I receive <br />calls from residents in the rural areas asking about street lights. When I explain that most <br />residents prefer the rural atmosphere, without street lights, they do not pursue the issue any <br />further. <br />Street Light Installation and Operation Costs <br />The City is currently paying for the operating costs of street lights under the General Fund Public <br />Works budget. The monthly bill from NSP for street lighting is approximately $1,200. There are <br />68 street lights owned by NSP. The monthly cost per light varies from $8.85 to $14.75 depending <br />on the size. Most of the lights are 100 watts at $8.85 per month. Most of the NSP owned lights <br />are in the Navarre residential and Casco Point areas. There are also 56 City owned lights for <br />which we are billed for electricity. NSP replaces light bulbs in these street lights as part of the <br />monthly electricity fee. The only light bulbs the City replaces are for the traffic signals along <br />Highway 12. <br />The installation dates and who paid for most of the street lights is unclear, except the newer <br />decorative lights along Shoreline Drive in the Navarre business district. These were installed in <br />1990 and the costs were assessed to the property owners over a ten year period. A reasonable <br />assumption is that there were probably older street lights in this area that were replaced by the <br />newer decorative lights.
