I have enclosed a <br />copy of my memo to the Counci l for your information. The Council's position is that this project <br />is feasible and necessary and should be funded by the Watershed District through their tax <br />supported Capital Improvements Program. <br />The option of assessing the property owners within the Mooney Lake drainage area was discussed, <br />but the Council was concerned about the viability of this option. The most equitable method would <br />be to assess all of the properties in the drainage area based on hardcover and flow contribution <br />because of the wide range of development densities in the area. The viability of this option is <br />questionable because proving a benefit for the non-lakeshore residents would be very difficult, and <br />there would be many assessment appeals. Assessing only benefitting lakeshore owners is not <br />equitable because they are not responsible for the entire problem. <br />Thank you for your assistance in this matter.
