ORONO CITY COUNCIL MEETING <br />MINUTES FOR JUNE 14,1999 <br />(#10) #2484 WOODHUL COUNTRY CLUB, 200 WOODHILL ROAD - CONDITIONAL <br />USE PERMIT- Continued <br />Moorse said that the issue of Woodhili Avenue having a 10 MPH speed limit is different from <br />what he had understood. <br />Sansevere said that wasn ’t his understanding either. <br />Moorse said he does not know if the City has the authority to change the speed limit on the <br />street. <br />Gappa said the City does not have the authority to change the speed limit from 30 MPH. <br />Jabbour explained that the City would have to ask the State for permission to lower the speed <br />limit. The State would conduct a speed survey and change the speed limit accordingly. If the <br />majority of the vehicles are traveling faster than 30 MPH, there is a possibility the State would <br />raise the speed limit, not lower it. <br />Sansevere said the speed bumps will keep the speed closer to 10 MPH. <br />Jabbour asked if Malkerson wants the City to ask the State to lower the speed limit. <br />Malkerson asked if there will be speed bumps. <br />Sansevere, Peterson and Flint said it was their understanding there would be speed bumps on <br />Woodhili Avenue. <br />Malkerson said they would not request the 10 MPH speed limit if there are two speed bumps <br />on Woodhili Avenue. <br />Moorse asked for clarification of the speed bumps. <br />Jabbour said there should be two speed bumps on the existing paved road. <br />Barrett said these items, including the speed bumps, shall be completed before the road is <br />opened. <br />Gappa asked for clarification of who will pay for and maintmn the speed bumps. <br />Jabbour said the Club will pay for them. <br />Gappa said they will need to put warning signs up at each one and have them painted and <br />maintained with yellow paint. <br />Page 20
