COUNCIL MEETING
JUN 2 8 1999
REQUEST FOR COUNCIL ACTION
DATE: June 28. 1999
Cl IY Of Oh UNO ITEM NO.: 3
Department Approval:
Name Gregory A. Gappa
Title Director of Public Services
Administrator Reviewed:Agenda Section:
Engineer ’s Report
Item Description: Public Hearing for Weber Hills Sanitary Sewer Project
Public Hearing Format
We are recommending the following format for the public hearing.
1. Staff present an overview of the project background and proposed plan.
2. Council questions of staff
3. Questions from the public
4.Comments from the public
5. Council consideration and decision
Background Information
A feasibility study has been completed and two neighborhood meetings were held to discuss this
project. At the first meeting, a gravity sewer system with a municipal lift station was discussed
at an estimated cost of approximately $29,000 per unit. The residents objected to the high costs
for this project and the major disruption to the neighborhood resulting from project construction.
In response to the resident concerns, costs for a grinder pump system were developed. Each
resident would be required to purchase, install and maintain their own grinder pump for this
system. The estimated cost for a grinder pump system is $16,500 per unit. This cost estimate also
includes a $5,000 per unit allowance for property owners to purchase their own grinder pump
station. A second neighborhood meeting was held and the residents favored the grinder system
option.
A neighborhood survey was conducted, by several project area residents, and our understanding
is that approximately 75% of the residents favor a grinder pump sewer system. There are thiny-
seven properties in the project area. Twenty-six properties have nonconforming septic systems.
1 ■
i
