The City has supported <br />the retaining wall option based on limiting the width of the right-of-way as much as possible. <br />Recent discussion of this issue, within the context of right-of-way acquisition and hardship <br />acquisition, has resulted in support for the slope and berm option on the Clint Miller property and <br />the former Trautman property. The City also requests that Mn/DOT analyze the slope and berm <br />option versus retaining wrfl for other locations where there is sufficient space for a slope and berm <br />without taking existing homes or where the property owner would prefer a total take. <br />One area about which there has been little discussion regarding noise mitigation is the area west of <br />Old Crystal Bay Road, particularly where the railroad and highway are at or near grade. This area <br />is mostly undeveloped at this time. However, the City is currently reviewmg a subdivision <br />application for the property west of Stubbs Bay Road. Due to the rural character of this area, it <br />would be prefer-ible to accomplish noise mitigation using berms rather than noise walls. The <br />opportunity to obtwn the right-of-way necessary to accomplish this is available now due to the lack <br />of development in this area. The City requests that Mn/DOT consider berming for noise mitigation <br />on both the north and south sides of the corridor in this area, and that Mn/DOT determine the extent <br />of right-of-way needed to accommodate the berms. <br />If you have any questions, please call me.
