As of this morning, we believe the process <br />should be completed by the end of July. <br />The deadlines in the Road Agreement were established to keep the process moving toward <br />completion. Staff has no problem recommending the extension of the May 31 deadline for <br />MnDOTs reconveyance approval, for an additional two months to July 31 (the attached document <br />extends it only to June 30 - we will have a corrected version for Monday's meeting). <br />Safety Concerns Regarding Full Turning Movements <br />As part of the approval of the Ser\'ice 800 development proposal, the City approved locating the <br />access at Brimhdl Avenue to enable a full turning movement access vs. a right-in/right-out access. <br />This was contingent on approval by Mn/DOT. Although the Mn/DOT permitting section indicated <br />the plan met their requirements, when the Mn/DOT engineering section reviewed the plan the> had <br />concerns about the safety of providing full turning movements at the Brimhall location. They <br />anticipate that, given the level of traffic on Highway iZ, full left turning movements may create <br />safety problems at the intersection. If this occurs, Mn/DOT would have the authority to eliminate <br />o. ne left turn movements. <br />Currently, the properties on the south side of Highway 12 have full turning movements at the <br />Brimhall intersection. Mn/DOT initially indicated it would prefer that the left hand turning <br />movements on both the north and south side of the intersection be limited to left turns in and that <br />left turns out not be allowed. Although this would be preferred by Service 800 over right-in/right- <br />out only access, it would be problematic for the existing businesses on the south side of Highway <br />12 who currently have the left turn out access.
