NOW, THEREFORE, BE IT RESOLVED by the City Council of Orono, Minnesota: <br />1. <br />9 <br />3. <br />4. <br />6L <br />FINDINGS <br />This application was reviewed as zoning file No. 2484. <br />The property is located within the RR-IB Single Family Rural Residential <br />Zoning District. <br />Within the RR-IB zoning dislrict, golf courses and country clubs are a permitted <br />use via conditional use permit (CUP). Woodhill Country Club operates under a <br />CUP granted by the City on September 13, 1968. <br />The text of the 1968 CUP does not expressly address (either bv wav of limitation or <br />authorization^ the use or location of anv driveway on or access to the Proper^'. The <br />1968 CUP does not explic itly address the use of \^^oodhill Avenue os a sccondafy <br />access to the property, nor do any of the-subsequent CUP approvals g ranted to <br />Woodhill Country’ Club fertile various site improvements or operation changes which <br />have occurred since 1968. <br />Subsequent CUP approvals have been granted to Woodhill Country Club for <br />construction of tennis courts in 1973. construction of a maintenance facility in 1988. <br />and construction of a pumphouse in 1998. <br />The applicant desires to formalize its right to use Woodhill Avenue os a secondary <br />ncccaa to the property fof the safety of its members. The western driveway of the <br />Woodhill Country Club abuts the platted right-of-wav of Woodhill Avenue. <br />The City Council finds that the Club's use of Woodhill Avenue as an access read may <br />create certain negative impacts to the ex isting Woodhill Avenue neighborhood unless <br />some limitations on the Club’s use of the access arc established; The Club's main <br />entrance is on Woodhill Road. Woodhill Road serves an existing neighborhood of <br />eleven private homes. Traffic from Woodhill Road crosses the the railroad tracks and <br />enters onto Countv Road 15. <br />Pace 2 of 9
