Date of Application/17/99 <br />Date Complete: 2/17/99 <br />120 day limit: 6/17/99 <br />Construction of Roads <br />The subdivision ordinance states that the arrangement of streets shall provide for continuation of <br />streets between adjacent properties when such continuation is necessary for convenient movement <br />of traffic, effective fire protection, for efficient provision of utilities and where such continuation is <br />in accordance with the Comprehensive Plan. If the adjacent property is undeveloped and the street <br />must be a dead-end street temporarily, the right-of-way shall be extended to the property line. The <br />City may limit the length of temporary dead-end streets in accordance with the design standards. <br />It was anticipated that Crystal Creek Road would eventually be connected to Wear Lane, according <br />to a recent discussion \^ i!h Jeanne Mabusth, former Zoning Administrator/Building Official (See <br />Crystal Creek packet for staff reports and resolutions). <br />Stormwater Management <br />% <br />The City Engineer is reviewing the subdivision for stormwater management concerns. <br />Drainage and Utility Easements <br />The City will require the subdivider to provide standard utility and drainage easements along the <br />internal and external lot lines. Drainage and fiowage easements will also be required for wetland <br />protection. <br />STAFF RECOMMENDATION <br />The Planning Commission needs to discuss the following issues: <br />1. Whether to accept platting of a back lot given the width of the parcel, wetlands, <br />topography, and access <br />2. The proposed access to the back lot via a flag lot configuration vs. the Code requirement for <br />a 30* access outlot <br />3. Future possible subdivision of Lot 1 and future access to the lot <br />4.
