The restoration of regular vehicular traffic (subject to the restrictions <br />contained in the proposal) on the club’s secondary access to Woodhill Avenue will <br />improve the traffic situation for Woodhill members wfio live west and north of the club <br />and will improve conditions on CR 15. <br />There is no better method of achieving this result. The placement of policemen or traffic <br />lights on CR 15 is not feasible for a variety of reasons. Hennepin County would not <br />realistically allow traffic signals at CR 15 and Woodhill Road, due to the low traffic <br />volumes on Woodhill Road and delay added to CR 15 traffic. Use of human personnel is <br />not feasible on a long or short term basis for the same reason as a traffic light. In <br />addition, the high speed of traffic on CR 15 creates safety concerns for both the <br />individual controlling traffic and CR 15 vehicles subject to random periods of access <br />control. <br />The turn lanes built into the new CR 15 design do not solve the high speeds, limited <br />sight distances, and “critical gap " condition on CR 15 for the reasons discussed <br />Ovor a Century el <br />Engineering Exeellenee
