10Q Woodhill RoadVtARM <br />Geometries <br />Wot'dhill Road is a local residential roadway connecting Woodhill Country Club and CR <br />15 over a distance of approximately 1200 feet. Woodhill Road serves eleven residential <br />homes and is the main entrance to the Woodhill Country Club. The roadway is paved, <br />curvilinear in nature, with a width varying from 18' 4" t o 21 ’ 6 ". <br />Traffic Volumes <br />Woodhill Road traffic volume counts we'^e taken by the City of Orono on Friday <br />September 25th through Sunday September 27'^. Tuesday September 29''’ through <br />Wednesday September 30“’. and Thursday October 1*' through Friday October 2"''. <br />1998. The traffic counts indicate an average weekday traffic volume of 20 to 40 vehicles <br />per hour on the roadway. During the weekend, traffic averages around 25 vehicles per <br />hour. <br />The exceptions were a short spike on Thursday night when 160 vehicles used the <br />roadway in one hour (6;00-7:00PM). and on Saturday night when 65 vehicles in one hour <br />(7;30-8;30PM) used the roadway. This increase in traffic correlated to a wedding <br />reception being held at the club. We have been informed that the club's 1999 social <br />event calendar indicates this type of event will occur approximately 15 times between <br />May 1 and September 30. <br />The club‘s bylaws place unusual limitations on usage for business and civic purposes. <br />Business and political entertaining is prohibited and civic and non-profit functions <br />require executive committee approval: <br />Policy if 1... The Club prohibits the use of its facilities for commercial or political <br />purposes. <br />Policy ff2... With prior approval of the Executive Committee, a civic or non-profit <br />organization may on occasion use the Club facilities for social purposes if <br />sponsored by a Family Member. <br />Even including these higher usage periods, average weekday traffic on Woodhill Road <br />was approximately 400 vehicles, and average weekend traffic was approximately 500 <br />vehicles. This number will be greatly reduced during the winter months of October <br />through April, with the club being closed in March. <br />Intersection with CR 15 <br />Woodhill Road's intersection with CR 15 is located on a generally level segment of CR <br />15. Hennepin County is in the process of upgrading CR 15 from a two-lane roadway to <br />a two-lane roadway with a two-way center left-turn lane and right-turning lanes at <br />driveways and roadways. <br />In addition to the widen! ig. CR 15 is being redesigned with super-elevation around the <br />slight curve near Woodhill Road (source; Hennepin County DPW). As a result. Woodhill <br />Road is being raised by approximately one foot. Because of the adjacent crossing of <br />the railroad tracks, which fixes the roadway elevation, the combination of widening and <br />raising CR 15 increases the slope of Woodhill Road at its approach to CR 15.
