I <br />I <br />I <br />1. <br />L <br />i: <br />L <br />1 the mid'50s. I think it was '54. And at that <br />2 point I was asked to serve on the planning <br />J commission, which I did for a number of years. <br />♦ And then in the mid '60s I ran for the <br />5 council and was a member of the council. And in <br />5 the early '70s I retired from the council, went <br />7 back on the planning commission for a couple of <br />J years, and then ran for mayor. I was mayor from <br />7 '73 to '76. <br />0 In '76 I ran for the House of <br />1 Representatives, was elected, and was there for six <br />12 years. <br />13 Q. And that was the Mi.nnesota House of <br />14 Representatives? <br />15 A. That's correct. <br />16 Q. And wa.s Orono a portion of the district <br />17 that you represented? <br />18 A. Yes, 42B at that time. <br />19 Q. So you were on the - I take it back then <br />20 it was probably a village, the Village of Orono <br />21 Planning Commission in 1 950 or the early '50s? <br />22 A. No, it'd become -- when the planning <br />23 commission was set up, it was set up because of <br />24 incorporation. <br />25 Q. I sec. <br />SCLAFANI WILLIAMS COURT REPORTERS, INC. <br />SARASOTA, FLORIDA 1941) 954-0020 <br />1 Orono from 1 973 to 1 976? <br />2 A. That's right. <br />3 Q. And you stepped down after six years in <br />4 the legislature. That would be about 1982. is that <br />5 right? <br />5 A. That's right. I ser\'cd through 1982. and <br />7 at the end of'82 I stepped down. <br />S Q. Have you held any other governmental <br />9 elected or appointed positions? <br />10 A. Yes. In the '60s, about 1967 the Lake <br />11 Minnetonka Conservation District was created by the <br />12 legislature. <br />13 I went on that representing Orono. and <br />14 Orono being the largest shoreline on <br />15 Lake Minnetonka. And 1 was on that board for <br />!6 several years. I was chairmaii of it in the early <br />17 '70s for abou; three years. And that would be <br />18 relevant. 1 suppose, to anything you were <br />1 9 discussing here today. <br />20 COURT REPORTER: Excuse me. Counselor. <br />21 MR. Mc C arthy : Yes. <br />22 COURT REPORTER: Was there an objection to <br />23 that question? <br />24 MR. Mc C arthy : N o. <br />25 COURT REPORTER: Okay. 1 thought 1 had <br />SCLAFANI WILLIAMS COURT REPORTERS, INC. <br />SARASOTA, FLORIDA (941) 954-0020 <br />1 And you served on that commission in the <br />2 '50s and '60s? <br />3 A. That's right. <br />4 Q. And then do you recall approximately when <br />5 it was that you were elected to the City Council of <br />6 Orono? <br />7 A. Oh, it's in the mid'60s. I'm sorry 1 <br />8 don't have those records right here, but it's the <br />9 mid '60s. <br />10 Q. Then you indicated you served on the <br />11 council, and I take it you served several terms, at <br />12 least? <br />13 A. That's right. <br />14 Q. And then you, in the 1 970s, you retired <br />15 from the city council? <br />16 A. For two years. 1 we... back on the <br />17 planning commission. 1 elected to do this. Idid <br />18 it. and then I elected to run for mayor. <br />19 Q. So if you were mayor from '73 to '76, it <br />20 was about '71 when you stepped down from the city <br />21 council and went back on the planning commission? <br />22 A. Yeah. And I'm sorry about not having <br />23 those records with me here. <br />24 Q. That's no problem. 1 understand. <br />25 And then you were mayor of the City of <br />SCLAFANI WILLIAMS COURT REPORTERS, INC. <br />SARASOTA, FLORIDA (941) 954-0020 <br />heard something, but I wasn ’t sure. In connection with your being on the <br />1 4 planning commission and city council and being the <br />1 5 mayor from the mid '50s through 1976, were you, <br />1 6 during that period of time, familiar with the <br />1 7 zoning and building requirements in the Village of <br />18 or City of Orono? <br />19 A. Yes, relatively so. I was familiar with <br />20 them. <br />21 Q. And 1 take it that you participated in the <br />22 codification of the Orono zoning code which <br />23 occurred in 1967, is that correct? <br />24 A. That's correct. <br />25 Q.
