C " <br />has developed with respect to the use of Woodhil It Avenue.1 <br />w*i * • * ^ <br />I any event I found Woodhill Avenue-east’of'Mr. <br />Wagener's driveway completely blocked by two large trucks <br />which apparently belong to him. ‘ -v. <br />* •* . •» <br />«'.m .• <br />• <br />While I spoke briefly to his wife and indicated tnat <br />I did not think that Hr. Wagener should block the rood, <br />I did not ask her to have the cars moved because, frankly, <br />that seemed to me to be an Inappropriate way to handle the <br />matter. <br />V <br />If a public road is blocked, I do not think that a <br />member of the public, and particularly an owner of abutting <br />land, should have to ask an individual who Is blocking the <br />road to unblock it and justify to that Individual the rea­ <br />son he wants it unblocked. <br />If an individual is allowed to control this, he Is <br />In effect being permitted to take a governmental function <br />Into his own hands.
