Provision of Alternative Access to The Woodhill Golf Course - The only access to the Woodhill <br />Golf Course is via Woodhill Road from its intersection with CSAH 15. As with many <br />intersections along CSAH 15, left turn movements onto CSAH 15 can be unsafe. Alternative <br />methods of access to this golf course have been reviewed. <br />Provision of Adequate Shoulders Along CSAH 15 - The shoulders along CSAH 15 vary from <br />non-existent to a 5-6 foot bituminous shoulder. The strong majority of the route has very <br />inadequate should widths upon which disabled vehicles can pull off the read or upon which <br />police vehicles can “pull someone over ” for an infraction or to assist someone in need. Any <br />improvement to this roadway warrants consideration of more adequate shoulders commensurate <br />with county state aid standards. <br />Provision of Reversible Center Lane - The provision of a reversible center lane provides two <br />lanes in the predominant flow direction during peak hours of 6-9 a.m. and 3-6 p.m. During the <br />off-peak, the center lane is used as a left turn lane. This concept would require a series of <br />overhead lane control signals to operate. The negative about this system is that a long period of <br />motorist acclimation would be necessary and the safety effects are minimal. <br />IV. CORRIDOR IMPROVEMENT RECOMMENDATIONS <br />The improvements along this scenic corridor should involve a combination of some of the <br />alternative concepts described above. It is recommended that the following improvements ue <br />considered for implementation: <br />1. <br />2. <br />3. <br />4. <br />5. <br />6. <br />7. <br />8. <br />Provision of a center two-way left turn lane in area.'; where numerous access points are <br />clustered. <br />Provision of left turn lanes on CSAH 15 - Left turn lanes are presently provided at CSAH <br />51, Orono Orchard Road, Russell, Femdale, and Woodhill Roads. Additional left turn <br />lanes need to be considered at all remaining public streets, which include Spates Avenue <br />and Heritage Drive. <br />Provision of right turn lanes on CSAH 15 at all public street intersections. <br />Provision of bypass lanes at private access drives, other than those areas where a two- <br />way left turn lane is recommended, should be considered on a case-by-case basis. <br />Consolidate access drives wherever feasible. Each area with multiple drives will need to <br />be evaluated to determine if access drives can be consolidated. <br />The CSAH 15 study segment should, wherever possible, be provided with shoulders that <br />are adequate for vehicles to pull out of the through lanes. <br />A traffic signal should be installed at the intersection of CSAH 15 with CSAH 51. This <br />will require the conduct of a 13-hour turning movement traffic count and the preparation <br />of a signal justification report. Such documentation will be required to follow Hennepin <br />County procedures. Installation of a signal would require some roadway construction at <br />the intersection with regard to right turn lane provisions and possibly some left turn lane <br />work on CSAH 15. <br />There are public and private street intersections with CSAH 15 that could be closed and <br />safety along CSAH 15 would be improved. These are discussed below: <br />Spates Avenue - This street has access to CSAH 15 and to CSAH 146.
