In any event, the width of Woodhill Avenue is not sufficient to <br />acconunodate a motorist traveling in each direction plus a pedestrian or <br />bicyclist traveling in one direction. . <br />POSSIBLE OPTION OF ONE-WAY IN ONLY ACCESS <br />Our preferred outcome at this time is the same as expressed in our May 26,1998, letter, <br />namely that no access for the Woodhill Country Club should be approved on Woodhill <br />Avenue at the present time. One reason is that such access would cause negative impacts <br />on Woodhill Avenue. The second reason is that the Country Club has not presented a <br />factual analysis which demonstrates that the access on County Highway IS does not meet <br />normal performance standards and which demonstrates that access on Woodhill Avenue <br />is the most prudent solution to provide adequate access for the Country Club. <br />1^ in spite of the preceding points, the City Council is inclined to consider potential <br />access for the Country Club on Woodhill Avenue, we would raise the possibility of one <br />way in only access. Two principal characteristics of this option are: <br />a) The traffic impacts on Woodhill Avenue would be just half of the impacts <br />with full two-way access. <br />b) One-way in only access would meet the principal need expressed in the <br />■Country Club’s application.and in the Parsons report namely to accommodate <br />persons coming to the Club from the north on Qrono Orchard Road. If access <br />were available via Woodhill Avenue, these users would not have to turn left <br />onto County Highway IS at Orono Orchard Road and then turn left off <br />County Highway 15 at Woodhill Country Club Road. The return movement <br />for these users could be accommodated readily without using Woodhill <br />Avenue by making a right turn onto County Highway IS at Woodhill Country <br />Club Road and then another right turn onto Orono Orchard Road. <br />I <br />I <br />I <br />I <br />1 <br />1 <br />1 <br />1 <br />M <br />RECOMMENDED CONDITIONS IF CTTY COUNCIL APPROVES ACCESS <br />As previously expressed, we believe, that the most prudent action at the present time <br />would be to maintain the current prohibition regarding Woodhill Country'Club access on <br />Woodhill Avenue. However, if the City Council is inclined to consider some access <br />arrangements, it is highly important to establish a series of conditions that will limit the <br />negative impacts on Woodhill Avenue. If the City Council is inclined to approve a one <br />way in only access, we would recommend that siich approval action be contingent on the <br />following conditions: <br />1. Woodhill Avenue shall not be used as the main entrance for the Country Club. <br />2. Woodhill Avenue shall not be used as an entrance or exit by delivery, taxi, <br />service, or other commercial vehicles. <br />• t <br />•i <br />• I
