The <br />City’s 1980 Comprehensive Management Plan (CMP) Prohibits a Temporary or Permanent <br />Commercial Access Road to Woodhill Avenue. <br />1. The Woodhill Avenue area is in the rural residential area (see Exhibit D). <br />2. Page 2-7 states: <br />Rural neighborhoods will be reserved for low-density residential uses ... <br />No new commercial ... activities will be permitted ... <br />3. Page 7-2 states: <br />... a street system must be provided for safe access to all developed <br />properties vvith sufficient capacity to acconunodate the expected number <br />of trips generated by the planned land use. <br />7. Page 7-16 states: <br />Local streets are public streets that function to provide direct i*,ccess to <br />abutting properties.
