The site is located east of Old Crystal Bay Road and north of the Luce Line Trail in
the in the northeast quarter of Section 23. We have the following comments in regards to
engineering matters.
1. Access: Tl 'C proposed access location off from Old Crystal Bay Road appears acceptable.
Plans shoulu be subiuilted to Hennepin County for their review. The proposed street section
for the roadway will need to be 28 feet in width to meet City standards for a private street
serving 7 or more units. The street should be designed so that water from the private road is
diverted away from C.R. 84. Final plans should include geotechnical recommendations and
street design including horizontal and vertical curve information.
2. Grading: A grading and erosion control plan for the entire site should be submitted for
review. It appears that the driveway to serve Lot 3 will need to cross the existing ditch. The
ditch serves as a drainage way for an existing pond located north of this site. Driveway
construction to serve this lot should not impede flows through the existing ditch. It is
assumed but not stated that the existing buildings in the southwest corner of the site will be
removed. Final plans should identify all structures to be removed. Erosion control measures
should be in place prior to any grading, particulrjly along the wetland. Additional aosion
control will be needed during construction of the houses and septic systems.
3. Drainage: The draft version of the City’s’ Comprehensive Storm Water Management Plan
(SWMP) shows that the site lies within the French Lake drainage district. The site drains
southerly to an existing wetland located along the south edge of <lie property. Storm water
from north of this site also drains to this wetland. These flows from the north are currently
routed to the wetland through the existing ditch located along the eastern edge of the
propertj The ditch section should be evaluated relative to erosion potential. If flows will
continue to be routed through the ditch, some type of ditch stabilization may be required to
prevent excessive scouring and additional erosion. An alternative to ditch stabilization would
be t<’ install storm sewer to convey flows from north of the site to the proposed NURP pond.
Theic flows should be included when sizing the NURP pond. Our records indicate that the
southerly outlet for the existing wetland is a 36-inch diameter pipe under the Luce Line Trail.
F
2335 West Highway 36 ■ St. Paul, MN 55113 ■ 651-636-4600 • Fax: 651-636-1311
