GafTron <br />Title: Senior Planning Coordinator <br />Agenda Section: <br />Zoning <br />Item Description: #2466 James Renckens and John Winston, 3020 Watertown Road - Preliminary <br />Plat Aphcation - Request for Reconsideration of Council Action of April 12 <br />List of Exhibits <br />A - Council Minutes 4-12-99 <br />B - Letters submitted by Applicants <br />On April 12 Council voted 2-1 to approve this preliminary plat application subject to requiring <br />platting of the 50’ road outlet along Ae north boundary of the property, but granting a variance to <br />the 'back lot' ordinance standards by allowing the creation of a flag lot (i.e. Council chose to not <br />require the 30' driveway corridor to Watertown to be platted as an outlet, which then allows <br />applicants area credit for that corridor). Staff was implicitly directed to draft a preliminary plat <br />resolution for adoption. <br />Applicants have since submitted a number of letters outlining their position regarding the northerly <br />Road Outlet requirement, and are requesting that Council move to reconsider the action of April 12. <br />One of the two Council members who voted in the majority (Kelley, Flint) may move to re-open. <br />Staff met with the applicants on May 6 and concluded tiiat there are issues presented which deserve <br />additional staff research and consideration. Staff recommends that the applicants be allowed to <br />briefly state their reasons for the reconsideration, that the issue be re-opened, and that further action <br />be tabled for two weeks to allow for 1) staff review and 2) renotification of interested parties that <br />this will be reconsidered on May 24. <br />Failure to re-open will result in staff drafting a Preliminary Plat Approval Resolution per the April <br />12 action for your May 24 meeting, in order to maintain the integrity of the 120-day subdivision <br />review process.
