I. Introduction <br />City staff has requested this report to determine the feasibility of constructing sanitary sewer <br />improvements for the Webber Hills area, as shown on Figure 1. A portion of the neighborhood is <br />located within the shore'“ind area making it difficult for some property owners to meet the 3-foct <br />separation between the seasonal water table and their septic system. Alternate septic sites are not <br />available on some properties due to lot size and existing topography. <br />The City of Orono conducted a study in 1994 to determine if there were neighborhoods in Orono <br />which should be provided with municipal sewer rather than have the neighborhoods upgrade their <br />existing septic systems. Based on the results of that study, the City of Orono r ,uested approval from <br />the Metropolitan Council to extend sewer to ten Orono neighborhoods. The Webber Hills area was <br />one of the ten neighborhoods recently included in the Metropolitan Urban Service Area (MUSA) <br />boundary expansion. <br />The proximity to she reland, lot size and topography are the primary factors suggesting municipal <br />sewer service is preferable to long term septic system usage. It is estimated that 35% of the existin <br />septic systems in the Webber Hills neighborhood are either failing or non-conforming. <br />Oo <br />Over the past two summers the City has completed sewer projects to serve five of the ten <br />neighborhoods. Webber Hills is one of the next areas on the City ’s priority list for sanitary sewer. <br />This report describes the sanitary improvements required to completely serve the Webber Hills <br />neighborhood. The proposed sanitary sewer improvements are presented on Figures 2 and 3. The <br />costs of the proposed improvements are presented in the appendices and a cost summary is presented <br />in the Cost Analysis section. <br />Webber Hills Sanitary Sewer Improvements
