Gappa <br />Title Director of Public Services <br />Administrator Reviewed:Agenda Section: <br />Engineer's Report <br />Item Description: Schedule Public Hearing for Weber Hills Sanitary Sewer Project <br />A feasibility study has been completed and two neighborhood meetings were held to discuss this <br />project. At the first meeting, a gravity sewer system with a municipal lift station was discussed <br />at an estimated cost of approximately $29,000 per unit. The residents objected to the high costs <br />for this project and the major disruption to the neighborhood resulting from project construction. <br />In response to the resident concerns, costs for a grinder pump system were developed. Each <br />resident would be required to purchase, install and maintain their own grinder pump for this <br />system. The estimated cost for a grinder pump system is $16,500 per unit. This cost estimate also <br />includes a $5,000 per unit allowance for property owners to purchase their own grinder pump <br />stations. A second neighborhood meeting was held and the residents favored the grinder system <br />option. <br />A neighborhood survey was conducted and approximately 75% of the residents favored a grinder <br />pump sewer system. Several residents were gone for the winter and did not respond to the <br />survey. There are 37 properties in the project area. Twenty-six properties have nonconforming <br />septic systems. Replacement options are limited, with many properties having only one <br />conforming site available, and no future replacement site in case of failure of the new mound <br />system Six properties have newer conforming mound systems, and two properties have older <br />conforming trench systems. Several of the property owners, with conforming septic systems, <br />have expressed possible interest in being excluded from the project. <br />The neighborhood residents have requested that the City begin the formal public hearing process <br />for a year 2000 sewer project. This will be a fully assessed project. Conducting the public hearing <br />this summer will allow for project surveying and design this year, for an early year 2000 bid <br />opening. <br />We are recommending approval of the attached resolutions ordering and accepting the feasibility <br />study, and scheduling a public hearing at the regularly scheduled June 28th City Council meeting.
