The <br />conditional use permit did not contain the appropriate language to allow the caretaker house to <br />be retained. Condition three of Resolution No. 3902 requires an amendment to the conditional use <br />permit If additional accessory buildings are proposed. Because it will act as a "guest house", the <br />caretaker house also requires a Guest House Conditional Use Permit. <br />Gaffron stated the property does meet the required setbacks and lot size requirements to allow <br />the caretaker house to remain on the property. The Golf Club is proposing to utilize the caretaker <br />house as a residence for one or more employees of the Club, which would appear to be covered <br />under the dennition of a "guest House" In Section 10.20 Subdivision 3(G) as an accessory separate <br />dwelling for the sole use of the occupants of the primary dwelling, including their domestic <br />employees or their non-paying guests. <br />City Staff is recommending approval of this application. <br />Johnson stated this was an oversight on the part of the Golf Course and it has been their intent all <br />along to retain the caretaker house. <br />There were no public comments. <br />Smith commented that to her understanding the caretaker house was to be removed after a period <br />of time. <br />Johnson stated there was a farmhouse originally on the property which was removed. The Golf Club <br />does not Intend the caretaker house to be used overnight by its guests but will be occupied at this <br />time by a caretaker. <br />Gaffron stated that City Staff is recommending that the caretaker house not be rented out and shall <br />be occupied only by employees of the Club. <br />Stoddard commented that In his view the guest house only allows the structure to be occupied by <br />family members or owners of the property. <br />Gaffron remarked that the code reads non-paying guests. The City has provided for caretaker units <br />at marina areas for security In the past, and City Staff is viewing this as the same situation. <br />Smith commented she does not want to see this caretaker house be utilized as a hotel for <br />Page 12
