#2480 - Spring Hill - Prelim. Plat <br />April 15, 1999 <br />Page 3 <br />Whether added right-of-way for future bikeways falls within the definition of "widening or <br />realignment of roads" is unclear. The City should review its right-of-way policy regarding <br />subdivisions abutting a designated County bikeway route. <br />City Roads <br />The plat drawings submitted do not show the actual paved/traveled surface of Spring Hill Road, but <br />the earlier site plans reviewed during the CUP process suggested that the road is more or less <br />centered within its 66'+ right-of-way. The dedications for Spring Hill Road, Tamarack Drive and <br />Hunter Drive appear to be appopriate subject to final acceptance by the Public Services Director and <br />City Engineer. <br />Staff Recommendation <br />Staff recommends approval of the proposed plat subject to: <br />1.Creation of Outlots A and B as unbuildable property outside the intended Club boundaries; <br />ownership of such outlots may be transferred only to an owner of adjacent land and only <br />when legally combined with that adjacent land. <br />2.Dedication of rights-of-way for Spring Hill Road, Tamarack Drive and Hunter Drive as <br />shown, subject to confirmation by Public Services Director and City Engineer that no other <br />City right-of-ways are needed to accomodate existing City roads. <br />3.Submittal of a revised plat drawing prior to Council review, showing the wetland on Outlot <br />B (wetland boundary scheduled to be surveyed April 20). <br />4.Request Council direction as to County request for additional right-of-way along County <br />Road 6 portions of the plat. <br />5.Execution of a conservation and flowage easement over all wetlands shown on the plat, and <br />vacation of the existing easements at the south end of the site. <br />Options for Action <br />1. <br />2. <br />3. <br />4. <br />Reconunend approval per staff recommendation. <br />Table for further information (specify). <br />Recommend denial (state reasons). <br />Other.
