City of Orono <br />Surface Water Management Plan May 2018 29 <br />4.4.3S Goals, policies and implementation strategies for Wetland Management will be <br />incorporated into the education programs identified in the City’s SWPPP. <br />4.5 Subsurface Sewage Treatment Systems (SSTSs) <br />Issues <br />4.5I Failing or improperly maintained Subsurface Sewage Treatment Systems (SSTSs), <br />more commonly referred to as septic systems, have significant potential to contaminate <br />surface and groundwater resources with nitrates, phosphorus, harmful bacteria, viruses, <br />and other toxic substances. <br />Goal <br />4.5G Manage SSTSs to ensure proper design, installation, operation, maintenance or <br />replacement in order to eliminate health hazards or illicit discharges to water resources. <br />Connect properties with SSTSs to city sanitary sewer as soon as feasible. <br />Policies <br />4.5.1P All SSTSs shall obtain a permit as required by City ordinance and shall be operated and <br />managed according to City ordinance and current best management practices. <br />4.5.2P Promote education regarding the benefits of proper SSTS operation and management. <br />Implementation Strategies <br />4.5.1S The City will continue the administration and enforcement of its City code and SSTS <br />permitting requirements. <br />4.5.2S Goals, policies and implementation strategies for SSTSs will be incorporated into the <br />education programs identified in the City’s SWPPP. <br />4.6 Upland Natural Resources <br />Issues <br />4.6I Loss of natural upland areas can lead to a decrease in the function and quality of <br />surface water resources. <br />Goal <br />4.6G Manage and protect natural upland areas adjacent to surface water resources to mitigate <br />degradation of surface waters and increase the quantity, quality and biological diversity <br />of natural areas. <br />Policies <br />4.6.1P Increase the quantity and quality of existing natural areas through enforcement of <br />existing regulations and the participation of willing landowners in existing preservation <br />and restoration programs. <br />4.6.2P Promote the restoration of natural upland areas, as a way to mitigate the degradation <br />and fragmentation of natural resources and improve water quality of surface water <br />resources. <br />4.6.3P Promote education regarding the benefits of proper natural upland management.
