General Land Use Plan <br /> <br /> <br />City of Orono Community Management Plan 2020-2040 Part 3B, Page 2 <br />CMP PART 3B <br /> <br />LAND USE PLAN <br />INTRODUCTION <br /> <br />This Land Use Plan is a refinement and restatement of the ongoing planning practices of Orono citizens. <br />It respects and maintains the historic development patterns of the City. It continues the basic land use <br />concepts developed by Orono Township in 1950 and it conforms to the goals established by the first <br />organized comprehensive planning attempts in the mid 1960's. <br /> <br />This Plan is prepared and presented for the following purposes: <br /> <br />1. The Land Use Plan is intended to be a management tool for City officials, City staff, <br />and other parties involved in land development and growth management in Orono. <br />Orono's land use plan indicates the basic location, density and types of land uses in the City <br />that are considered to be compatible with environmental conditions and beneficial to the <br />long term health, safety and welfare of the City and its citizens alike. <br /> <br />2. The Land Use Plan is intended to be a guide for future development so as to reinforce <br />our environmental protection commitment and to ensure such development will be <br />consistent with existing land use. This Plan is compatible with the plans of nearby cities <br />for land use of abutting neighborhoods and for overall levels of services and facilities. <br /> <br />3. The Land Use Plan is intended to advise the Metropolitan Council and our municipal <br />neighbors of Orono's planning and growth management programs. The Land Use Plan <br />illustrates and coordinates the various goals and policies of all the elements of the <br />Community Management Plan. <br /> <br />4. The Land Use Plan is intended to be used as a basis for public facilities planning. The <br />Land Use Plan plays an important role in determining each neighborhood's ultimate <br />population, the required capacity of public facilities, and an appropriate capital <br />improvements program. <br /> <br />5. The Land Use Plan is intended to be used as the basis for developing responsible <br />ordinances for land use management. Zoning and subdivision controls have been <br />established and will continue to be refined to implement the intent of this Land Use Plan.
