ORONO CITY COUNCIL MEETING <br />MINUTES FOR APRIL 12,1999 <br />(#H) U2471 Independent School District §278 - Continued <br />Lawson said it will be a second varsity gym. <br />Sansevere said students will come out the cafeteria and side doors and cut across on foot <br />because it will be the quickest route to the new gym. <br />Jabbour asked how the City can make sure the crossing is safe. <br />Sansevere asked if there would be a light that could stop traffic for pedestrians. <br />Gappa said he does not believe it would meet the warrants for a stop light. The resolution <br />requires a traffic study to verify it. If it does not meet the warrants for a stop light, the other <br />option is a flashing yellow light operated by a push button or timer. <br />Sansevere asked if the sight lines are good on Old Crystal Bay Road in front of the middle <br />school. <br />Pomeroy said the whole design was predicated on the location of the best sight line for <br />crossing Old Crystal Bay Road. <br />Kelley asked about the design of the signs and where they will be placed. <br />Jabbour asked if there will be informational signs on the highway directing people to the <br />school. <br />Gappa said the signs would have to met Mn/DOT’s requirements, <br />Kelley said he would like the signs to have a rural character. <br />Lawson said there will be signing on the campus to direct internal traffic. They do not have a <br />sign plan yet, but he believes they will need a variance for signage. <br />Kelley asked Lawson if they are aware of any other issues that will need a variarice. <br />Lawson said no. <br />Weinberger explained that the High School will need a Conditional Use Permit Amendment <br />and variance to allow the parking area at the High School to be located within the 50 ’ front <br />yard setback. It would be located 40 ’ from the property line. <br />Jabbour questioned the change in the height of the middle school. <br />Gappa said it is two feet higher than the original proposal. <br />Page 23
