The school district has applied to the Minnehaha Creek Watershed District (MCWD) <br />for the appropriate permits for grading/filling and stormwater management. <br />STORMWATER MANAGEMENT <br />The applicant will be changing the grade of the site to provide a building site for the 72,976 sq. ft. <br />footprint of the middle school. Grading will also be necessary to provide the softball, football, and <br />soccer fields behind the middle school. A NURP pond is proposed at the north side of the bus <br />parking area. This plan is being reviewed by the City Engineer and will also be reviewed by the <br />MCWD. The MCViD is expected to review this plan at their March 25th meeting. <br />According to the school district's application to the MCWD, .902 acres of wetland will be filled with <br />14,000 cubic yards. The conditional use permit includes this amount of filling for land alteration. <br />A land alteration permit will also be required. <br />SEWER AND WATER <br />The school district has submitted a plan for connecting to the City's water tower. The details of the <br />utility plan is located on page Cl.5 of the plan sheets. The City Engineer is reviewing the plan. <br />Staff will provide his memo at the Planning Commission meeting or earlier, if available. <br />The sewer and water connection charge is estimated at 75 units for the school at $8,900 per unit. <br />ACCESS <br />The proposed access to the middle school is proposed to be provided by two driveway curb cuts on <br />Old Crystal Bay Road North. The southerly curb cut is proposed to be 24' wide to serve the faculty <br />parking area and drop-off lane. The northerly curb cut is 30' wide to accommodate buses and is <br />directly across from the curb cut for the other school buildings on the west side of the road. <br />Pedestrian traffic between the middle school and the rest of the school campus is anticipated. The <br />proposed plan proposes sidewalk connections across Old Crystal Bay Road adjacent to the driveway <br />curb cuts. The City Council discussed at a work session the need for pedestrian traffic controls. <br />More detailed information about the student crossing areas and traffic control measures will be <br />required. <br />CONDITIONAL USE PERMIT STANDARDS <br />The Planning Commission may recommend approval of a conditional use permit if the application <br />meets the following standards: <br />1^2471 Orono Middle School <br />Conditional Use Permit <br />March 15.1999 <br />pagt-S <br />1
