Gaffron <br />Title: Senior Planning Coordinator <br />Agenda Section: <br />Zoning <br />Item Description: #2458 LR-lC-1 Zoning Amendment <br />List of Exhibits <br />A - Proposed Ordinance <br />B - Planning Commission Memo & Exhibits of 3-9-99 <br />C - Planning Commission Memo & Selected Exhibits of 2-10-99 <br />Summary <br />In May 1998 Council adopted an interim moratorium temporarily suspending use of the 50% density <br />credit in the LR-lC-1 zoning subdistrict, and subsequently directed that Planning Conunission <br />should review the 50% density credit, hold a public hearing and make recommendations regarding <br />whether the density credit should be eliminated, revised, or continued. <br />Planning Commission Recommendation : Planning Commission at their March 15 meeting <br />recommended adoption of the attached ordinance which eliminates the LR-lC-1 50% density credit, <br />but continues to allow limited attachment of units via a PRD in LR-lC-1 at the standard 1/2 acre <br />density of the LR-IC district. The proposed ordinance also: <br />makes it more clear that use of the PRD process in LR-lC-1 is entirely at Council's <br />discretion; <br />revises the hardcover limit to be consistent with the rest of the zoning code; <br />- references the Shoreland PRD standards; and <br />continues the current standards relating to sewer availability requirement; 4-unit <br />maximum attachment; 30-foot height limit; Council approval discretion as to building <br />size & location and vehicle ingress and egress; parking requirements; and density <br />limits of Section 10.60 <br />1i
