Letter to City of Orono <br />March 18,1999 <br />Page 2 <br />over the next 20 years. It Is critical that the MCWD focus on managing the future <br />of t -i watershed as well as looking at its present needs. The MCWD has to <br />work on: <br />• Building trust with the watershed cities. Partnerships need to <br />be made with each city to review development plans and anticipate <br />impacts on the watershed. <br />• Reduce emphasis on rulemaking and enforcement. <br />Rulemaking should only be used where federal, state, county or <br />city laws or ordinances are not sufficient. It would be better to work <br />with other government units to influence modification of existing <br />laws rather than create new rules. <br />• Develop plans In concert with other government units. County <br />and State planning departments have strict requirements regarding <br />construction of water quality structures as part of their projects. <br />The MCWD should be looking at possibilities for joint ventures <br />instead of having sole ownership of orojects. <br />• Develop a five and fifteen-year management plan based on <br />consistent criteria. The watershed has to adopt unbiased criteria <br />for selecting projects to fund and the plan should be followed. The <br />MCWD should seek City and County concurrence prior to adopting <br />the plan. <br />• Consider other issues affecting the watershed. Milfoil now <br />inhabits every lake in the watershed. It is a serious issue that <br />needs attention. Zebra mussel infestation is on the horizon and its <br />impact is uncertain. The MCWD needs to work with other <br />government units to address these problems. <br />Once again, I hope I can count on your support.
