Hamm Sewer Request <br />February 19,1999 <br />Page 3 <br />Connection Feasibility <br />The sewer in Barrett Avenue is approximately 350' from the Hamm property as the crow flies, likely <br />requiring about 450-475' of new City sewer main within the right-of-ways of Barrett Avenue, <br />Dickenson Street and crossing Orono Orchard Road. Topographically, it appears feasible to design <br />an extension to the existing sewer system to serve ail 3 of Hamm's dwellings by gravity. <br />Connection Charge <br />The current connection charge for the Minnetonka Bluffs project is $ 10,930 per unit. Hamm would <br />pay the connection charge as well as all costs of the sewer extension. <br />Summary and Staff Recommendation <br />The property meets the criteria of having an existing residence with a failing septic system. The <br />property is adjacent to a Metro force main and near, but not strictly adjacent to, the City sewer <br />system; a City project will be required to serve the property. The property is adjacent to the MUSA <br />(boundary goes down middle of Orono Orchard Road). The property may have one (as yet untested) <br />suitable septic site large enough to serve the existing 3 dwelling units, but likely does not have a <br />second site. <br />If Council determines that this property should be sewered, approval should be conditioned on <br />limiting the number of units to the 3 needed to serve the existing 3 dwellings, and that Hamm pay <br />all costs associated with extending the sewer as well as the appropriate connection charges. <br />Options for Consideration <br />1) Approve subject to conditions <br />2) Deny, based on not strictly meeting criteria established for use of 50 allowable sewer units <br />3) Table for further information (specify; more testing to confirm sites? or?) <br />4) Other <br />COUNCIL ACTION REQUESTED <br />Provide staff and applicant with direction as to whether and under what conditions Council will <br />consider sewer for the Hamm property.
