A total of seven bids were received for <br />this project. The lowest responsible bidder was Widmer Inc. with a bid of $424,713.50 A bid <br />tabulation and letter of recommendation, from the City Engineer, for a contract award to Widmer <br />Inc. is attached for your information. Award of the contract will not be completed until after the <br />assessment hearing. <br />The low bid of $424,713.50 was higher than the feasibility study cost estimate of $392,225. The <br />main reason for this was higher than estimated costs for the lift station and directional boring pipe <br />installation. The contractors said that directional boring prices are higher because of the large <br />amount of utility company work being completed now. <br />The increased costs will not affect the project assessments, as the assessments for this project <br />were previously approved at $16,000 per unit by the Council. This amount is based on the <br />benefits provided to the property from the installation of sanitary sewer.. <br />We are recommending that the assessment hearing for this project be held at 7:00 p.m. during the <br />regularly scheduled Council meeting on April 12th. If no assessment appeals are received, the <br />contract could then be awarded on April 12th. This would allow for a May construction start for <br />this project. <br />We are recommending Council approval of the attached resolutions ordering the costs to be <br />assessed and scheduling an assessment hearing for 7:00 p.m. on April 12th. <br />COUNCIL ACTION REQUESTED: <br />Motion to approve resolution declaring cost to be assessed and ordering preparation of proposed <br />assessment for the Orono Orchards Sanitary Sewer Project. <br />Motion to approve resolution for hearing on proposed assessment for the Orono Orchards Sanitary <br />Sewer Project.
