March 4,1999 <br />City Of Orono <br />2750 Kelly Parlovay <br />Orono, MN 55356 <br />Re: Proposed zoning change LR-lC-1 Subdistrict. <br />nacsiVcD <br />MAR 0 8 1999 <br />CITY Or UHOiVO <br />To whom it may concern, <br />I Have recently become aware of the cities wish to rezone my property at 3790 Shoreline Dr. <br />/ have two acres at this location, currently qualifmgfor six units to built on the property. <br />The property was purchased many years ago as an investment, with the intent of developing it in the future. <br />The land is my retirement investment, and any down zoning that would affect the value of the land would <br />be a great fmancial hardship to my self and my family. <br />Anyone that has inspected the property would agree that it’s not an appropriate location for single family <br />homes. The land abuts B-1 commercial, and land used for industrial purposes on each side. The west side <br />Hennepin County Truck facility is a noisy nuisance, and is used as a hazardous waste processing site, j <br />have a train coming by every other day on the north. 20,000 cars per day, and a church/school yard on the <br />south. Worst of all, I have a nonconforming junk yard, and gravel pit on the east side. <br />I’m aware that the city recently approved 29 townhomes to be built just 150 feet east of my property. I <br />would expect the same zoning allowance on my property as well. If I need to apply to develop my land <br />now I’m willing to do that. <br />If the City Of Orono would like to purchase my property for fair market value, I would be willing to sell. <br />I have appraised the property at $180,000. That ’s a conservative $30,000 per lot/unit. IftheCityOf <br />Orono reduces my building eligibility by two units. I’m obviously damaged by $60,000 in property value. <br />I would accept that amount as liquidated damages subject to my attorneys approval. <br />I think that my property is unique in its location and should be excluded from your proposed zoning <br />change. If the City Of Orono would like to clean up the neighbortiood, you should concentrate on <br />eliminating the non-conforming uses on both sides of my land.
