Section 9.4 Applicable Law. The Plan and all rights under it shall be governed <br />by and construed according to the laws of the State of Minnesota, except to the extent <br />those laws are preempted by the laws of the United States of America. <br />Section 9.5 Benefits Provided Through Third Parties .
