REVISION TO ADMINISTRATIVE AND <br />PERSONNEL POLICY <br />208. POLICY FOR COMMUNICATING CONCERNS THROUGH THE CHAIN OF <br />COMMAND <br />1. It shall be the policy of the City to encourage employees to bring fonvard <br />concerns regarding the administration of the Cit>’. No punitive action will be taken against an <br />employee who brings forward a concern in good faith and follows proper procedure. <br />2. Concerns raised bv City employees regarding the administration of the Citv. <br />with the exception of "whistle blower" issues, shall be addressed through the chain of <br />command. The Cit>' will address concerns promptly, i he procedure for addressing a concern <br />through the chain of command is as follows; <br />A. Step 1. The concern is brought to the attention of the employee’s superyisor. <br />The superyisor shall discuss the concern with the employee and attempt to address it. If the <br />employee is not satisfied with the response of the superyisor. the concern shall be reduced to <br />writing bv the employee, signed and submitted to the employee’s Department Head. <br />B. Step 2. The Department Head will then discuss the coneern with the <br />employee and will provide a response within ten tlOl davs of receipt of the written statement <br />(within a shorter time period if the subject of the concern is time-sensitive). When an <br />employee brings a concern in writing to a Department Head, the Department Head shall advise <br />the Citv Administrator regarding the concern. If the employee is unsatisfied with the response <br />of the Department Head, and wants to take the matter to the Citv Administrator, the employee <br />shall so notify the Department Head. The employee shall then request a meeting with the Citv <br />Administrator. The concern shall be submitted in writing bv the employee to the Citv <br />Administrator. <br />C. Step 3. The Citv Administrator shall discuss the concern with the employee. <br />The Cit\ Administrator shall respond within fifteen (151 davs of receipt of the written concern <br />(within a shorter time period if the subject of the concern is time-sensitivel. On all issues <br />where there is a prescribed policy to guide how the concern is to be addressed, the Citv <br />Administrator is responsible to ensure the issue is properly and adequately addressed. The <br />Citv Administrator is the last sten in the chain of command. Where there is a lack of policy <br />to guide how the concern is to be addressed, the Citv Administrator shall bring the issue to the <br />Citv Council for noliev direction. The Council shall determine the policy and direct the Citv <br />Administrator to address the concern in accordance with the policy.
