ORDINANCE NUMBER , SECOND SERIES <br />AN ORDINANCE AMENDING SECTION 2.06 <br />OF THE ORONO MUNICIPAL CODE <br />The City Council of the City of Orono ordains: <br />SECTION 1. Ordinance Amended. Ordinance Section 2.06 is hereby amended and the following <br />language substituted in its place: <br />SEC. 2.06. CITY ADMINISTRATOR. <br />Subd. 1. Position Established. The position of City Administrator is hereby established. <br />Sutd. 2. Appointment and Removal. The City Administrator shall be appointed by the <br />Council for an indefinite term. He shall not be removed e.xcept by affirmative action taken by the <br />Council twice at two regular meetings held within sixty days. The action taken at the first such <br />meeting shall be an expression of intent to vote thereon at the second such regular meeting not to be <br />held sc oner than ten days thereafter. If, at any time after the Administrator has completed six months <br />of continuous service, the Council takes such action, the City Administrator may within thirty days <br />after written notice uf removal, request a public hearing which the Council must grant and which <br />must be started within thirty days after the request. <br />Subd. 3. Qualifications. The City Administrator shall be selected solely on the basis <br />of the person's executive and administrative qualifications with special reference both to experience, <br />formal education, as well as knowledge of accepted practices pertaining to the duties of the office. <br />Subd. 4. Duties. The City Administrator shall be the chief administrative officer of the <br />City and shall be responsible to the Council for the proper administration of all affairs to the City <br />and to that end shall have the power and shall be required to: <br />A. Supervise the administration of all Departments, offices and divisions of the <br />City except as otherwise provided by law and carry out any other responsibilities placed under the <br />Administrator's jurisdiction by this Chapter or by subsequent Council action. The Administrator <br />shall interview and screen all prospective City employees as permitted by law and may make <br />recommendations to the Council before the Council makes any appointment. The Administrator, <br />with the concurrence of the Council, shall appoint Department Heads who shall be responsible <br />and accountable to the Administrator. All personnel shall be responsible and accountable to <br />the Administrator. The City Administrator may suspend any employee until the next council <br />meeting. If the City Council does not act to modify or rescind the suspension, the suspension shall <br />be deemed ratified by the City Council.
