I <br />3.To retain the opportunity for a diversity of housing types and the <br />availability of alternative lifestyles. <br />4.To prevent the encroachment of urban development or any activity <br />which would in any way adversely affect Lake Minnetonka or its <br />associated wetlands or drainage areas. <br />5.To provide only those public services which are necessary to serve a <br />traditional rural community so as to limit the financial burdens on the <br />community and the landowners alike. <br />RURAL PLANNING POLICIES <br />1.Future rural developments will be guided so as to have miuimal impact <br />on the land or on the existing rural neighborhoods. Rural developments <br />will be permitted only at rural densities and only where the land is capable <br />of self-supporting the necessary on-site sewer and water services. Care will <br />be exercised to ensure that no new development encroaches upon its <br />neighbor's open space activities. <br />2.Rural neighborhoods will be reserved for low-density residential and <br />quasi-agricultural land uses. Commercial services will continue to be <br />provided in the urban areas of Orono and adjoining municipalities. No new <br />commercial or industrial activities will be permitted in the rural service area <br />except those quasi-agricultural uses that do not require central sewer <br />or other urban services. <br />3.Rural developments will be carefully screened for environmental <br />sensitivity. Most of Orono's rural land includes major or minor drainageways <br />and wetlands all intricately tied to Lake Minnetonka. Therefore, each rural <br />development will require particular care to prevent encroachment on these <br />vital resources and to ensure protection of the soil vegetation and drainage <br />patterns. In addition, consideratian will be given to protection of woodlands <br />and special open vistas having general public benefit. <br />4.Rural developments will be limited to the extent that they can be served <br />by the existing public facilities and services. New development will not be <br />permitted if it requires the extension of urban services into the rural area. <br />Privately constructed and maintained roads and recreational facilities will be <br />favored over requirements for additional public facilities. Buildings and <br />structures must be located and designed for rural levels of police and fire <br />protection. Rural residents cannot expect the same level of services as <br />provided to the more concentrated urban areas of the City.
