Gaffron, Senior Planning Coordinator <br />March 23,1999 <br />SUBJECT: Background Maps & Stats for Highway 12 Housing / Development Discussion <br />(WORK SESSION, THURSDAY MARCH 25,7:30 A.M.) <br />Attached are a number of maps showing various development schemes for the properties north of <br />Highway 12 between Willow and Old Crystal Bay Road. Some of these are from Comp Plan <br />Amendment #2 (1987-88). Two of the 1993 Lundgren Brothers schemes for the northeast 60 acres <br />are included, as well as a study done for the City by Wally Case of DSU, Inc. showing how <br />townhomes might develop in the southerly 60 acres adjacent to the highway. <br />Also included are topography and plat maps of the properties west of old Crystal Bay Road between <br />12 and the railroad (Dumas and James are primary owners). <br />The primary changes that have occurred in the 188 acre area north of Hwy 12 since 1987-88 are: <br />1. Orono Schools have taken over 60 acres in the northwest quadrant. <br />2. Orono City facilities have taken 17 acres in the southwest comer. <br />3. MnDOT stormwater ponds have taken about 2 acres along Hwy 12. <br />This leaves a 58 acre tract in the northeast quadrant and a 55 acre tract along Hwy 12. The northerly <br />tract is intended for sewered rural density development in the 1987-88 Comp Plan, but Council has <br />indicated that a higher density of single family residential might be considered here. <br />The southerly tract along Hwy 12 is about 1/3 wetlands, which will make it difficult to develop. <br />The 1987-88 Alternatives 1 thni 4 anticipated both townhomes and apartments here, as well as some <br />commercial/office along 12. The 1987-88 suggested densities for residential based on the 4 schemes <br />presented, ranged from 2 units per acre to 4-5 units per acre. However, the 1987-88 plan also <br />suggested up to 10 units per acre for multi-family uses. Our M-6 district would allow up to 6-7 <br />units per acre.
