City Administrator <br />DATE:Januar)’ 19, 1999 <br />SUBJECT: Key Policy Issues Related to the Update of the City ’s Comprehensive Plan <br />The City's Comprehensive Plan reflects the Council ’s philosophy and vision regarding the <br />development of the City and includes the key policies that arc to guide the development of the City. <br />An important step in the update of the Comprehensive Plan is to confirm and/or clarify the key <br />policies that reflect the Council ’s philosophy and vision. <br />Staff has idcnlified a potential list of policy issues to be addressed Based on a prioritization of these <br />issues by the Council, staff will provide background information to assist the Council in its <br />consideration of the policy issues in upcoming sessions. The list of potential policy issues is as <br />follows: <br />1. Overall philosophy and vision of the Council regarding the development of the City. <br />A. Confirm the main goals of piotecting Lake Minnetonka and preserving the <br />City ’s natural, open, rural character. <br />2. Sewer extension policy. <br />A. Should the City extend sewer to existing rural subdivisions (with non- <br />conforming septic systems) that arc adjacent to sewer? <br />B. Should the City allow the extension of sewer to new subdivisions that are in <br />close proximity to sewer? <br />3. Housing policy. <br />A.Should the City consider alternative housing options in the rural area that <br />maintain the rural density but do a better job of preserving open space and <br />maintaining the City ’s rural character? <br />B.Should the types of housing being developed in the City be such that they <br />will continue to be viable as demographics change over the next 20 yeais? <br />C.Should the City have a variety of housing options that serve people at each <br />stage of their lives (life cycle housing)? <br />L_...
