L <br />ORONO CITY COUNCIL MEETING <br />MINUTES FOR JUNE 8,1998 <br />(U6) #2339 Jim Render, 1365 Tonkawa Road - continued <br />Gronberg proposed to cut the drainage easement in half and work with the City Engineer to develop <br />a grading plan to handle phosphorus and sediment. This would mean a change of the easement line <br />on the plat and would move the house 20-30 ’ further back from the lake. <br />Goetten agreed that Gronberg’s proposal was a reasonable option. <br />Council did not object to the applicant digging the basement on Lot 3 at the same time as road <br />grading. <br />Kelley stated he would vote against the proposal, as he did in the preliminary subdivision <br />application, because he was not in favor of granting variances to City road width standards and cul- <br />de-sac standards, and the road should be brought all the way to the property line. <br />Jabbour moved, Goetten seconded, to approve Resolution No. 4091 granting final plat approval of <br />the property located at 1365 Tonkawa Road, on the condition that the applicant and City Engineer <br />work together on modifying the NURP pond and reducing the drainage casement in half, and to <br />allow the applicant to obtain a building permit to do the foundation at the same time as road <br />construction. Vote: Ayes 4, Nays 1. Kelley opposed. <br />(#7) #2340 ROBERT WAADE, 3280/3290 NORTH SHORE DRIVE - PRELIMINARY <br />PLAT APPROVAL - RESOLUTION NO. 4092 <br />Moved by Goetten, seconded by Peterson, to adopt Resolution No. 4092 granting approval of a <br />preliminary subdivision for the property located at 3280/3290 North Shore Drive. Vote: Ayes 4, <br />nays. 1. Kelley opposed as he is not in favor of a duplex at this site. <br />(#8) #2341 DAN ANDERSON, 905 OLD CRYSTAL BAY ROAD SOUTH - FINAL PLAT <br />approval - RESOLUTION NO. 4093 <br />Gaffron explained that the stormwater plan for this plat has been approved by the Watershed District, <br />and the mylars are available. Approval should be conditioned on the applicant completing the <br />punchlist of items listed in the May 22, 1998 memo to Dan Anderson including: <br />standard documents to be filed. <br />park dedication fee to be paid in the amount of $29,400. <br />grading plan to be followed. <br />- private road to be constructed. <br />buffer strips to be created for stormwater runoff.
