TO: <br />FROM: <br />DATE: <br />Chair Hawn and Orono Planning Commission Members <br />Ron Moorse, City Administrator <br />Kris Jenson, Assistant Zoning Administrator/Planner <br />July 12,1999 <br />SUBJECT: #2503 - City of Orono - Saga Hill Access <br />Vacation of Alley-Public Hearing <br />jT <br />Application: The City of Orono would like to vacate a dedicated alley in the Bergquist and <br />Wickland's Addition to Bergquist and Wickland's Park. <br />Staff Summary: In order to provide better public access to the Saga Hill Preserve, the City of <br />Orono has proposed to vacate the current dedicated alley, and replace it witl*. a shorter, more direct <br />access. The public hearing is required to the vacation of the current alley, and not the dedication <br />of the new alley. <br />The current platted alley is only 10’ wide and was platted in 1891. The alley was never <br />developed, since it's only connection to a public road is on the east end. The west end of the alley <br />terminates within the Fairview Covenant Church property. Ten feet in width is not an adequate <br />width for public access at this time. If this alley is vacated, the property will be given to the adjacent <br />land owner. The City will not be taking any portion of the alley. <br />A new dedicated access will be a much more direct route, platted 30' in width. It will be <br />located across the Palmer property and the church property. A road will be constructed for access <br />to the park, however the road materials have not yet been determined. A gravel parking area will <br />be located at the end of the road, and will accommodate parking for a few vehicles. <br />The City of Orono, at this time, has not made any decisions regarding possible uses at the <br />Saga Hill Preserve. Several years ago, concept discussions were held, discussing ballfields, <br />playgrounds, etc., however, nothing has been planned or decided. <br />Please Note: The Site Plan included is intended to show the alley and the neighboring <br />property owners.
